The Ministry of Finance and Revenue has announced that there are currently no plans to increase salaries or provide additional incentive payments for education staff, including teachers.
Speaking at the Pyithu Hluttaw (House of Representatives) session held on the morning of July 27, Deputy Minister for Finance and Revenue Daw Than Than Lin responded to a question raised by Daw San San Htay, a Member of Parliament representing Dagon Myothit (South) Township, regarding whether the government had any plans to provide appropriate incentive payments or salary increases for teachers and other education personnel.
The Deputy Minister explained that all civil servants, including teachers, currently receive their basic salary based on their rank, along with various allowances and benefits. These include additional support allowances, uniform allowances, housing allowances, regional allowances based on job grade, as well as reimbursement for official travel expenses, daily subsistence allowances, accommodation costs, and other benefits provided under existing regulations.
“At present, the government has no plans to provide additional incentive payments or salary increases for education staff and teachers,” Daw Than Than Lin said during the parliamentary session.
She also stated that when the government decides to raise the salaries of civil servants, it follows a policy of increasing pay for all government employees across different departments, rather than granting salary increases exclusively to teachers or education staff.
The Deputy Minister further explained that the government currently provides monthly administrative allowances to principals serving at universities, degree colleges, colleges, institutes, and basic education schools. The allowance is equivalent to 10 percent of their starting salary, depending on their rank.
In addition, teachers receive monthly academic qualification incentives based on the highest degree they have earned. The current monthly incentive payments are:
- MMK 30,000 for holders of a Doctoral (Ph.D.) degree;
- MMK 25,000 for holders of a Master of Philosophy (M.Phil.), Master’s degree, or Master’s by Research; and
- MMK 10,000 for holders of a Postgraduate Diploma.
The Deputy Minister said these monthly incentive payments are already being provided under the existing policy.
